Clarification regarding Disciplinary Proceedings initiated under EPF Staff (CCA) Rules, 1971 prior to EPF Regulations, 2025

Subject: Clarification regarding Disciplinary Proceedings initiated under EPF Staff (CCA) Rules, 1971 prior to EPF Regulations, 2025.

General Principle: All "live" cases originally under the 1971 CCA Rules shall now be dealt with under the EPF (Staff and Conditions of Service) Regulations, 2025.

Revised Authorities for Specific Posts

Post	Disciplinary Authority (1971 Rules)	Appellate Authority (to decide the case)
EO/AO	CPFC (RPFC as per 2025 Regs)	Chairperson, EC (instead of CPFC)
APFC	CPFC (Chairperson, CBT as per 2025 Regs)	Central Govt (HLEM) instead of Chairperson, CBT

In instances where there is a mismatch regarding the Appellate Authority for EO/AO posts between the 1971 Rules and 2025 Regulations, the Chairperson, EC shall remain the designated authority.
