If you earn an MACP upgrade because you were stuck for 10 years, and then a vacancy opens up, the resulting regular promotion is a bonus event. It does not cancel your 30-year milestone unless you've already received three regular promotions.

Y joined at Level 2. At Year 8, she got a promo to Level 4. After 10 years stuck in Level 4, she got MACP #2 at Year 18. Later, at Year 23, she got a 2nd promo to Level 7. Because she followed the timeline, she still gets MACP #3 at Year 30! Total jumps: 4.

Z earned 4 promotions within 20 years. Since she surpassed the government's 30-year financial goals early, she gets no MACP. She is already a high-ranking officer.
