Standardization of Certificates for PwBD in Competitive Examinations
The Department of Posts, Ministry of Communications, has issued a new directive concerning the "Certificate regarding Physical Limitation to Write" for Persons with Benchmark Disabilities (PwBD) appearing in competitive examinations.
The Goal: Reducing Hardship for Candidates
Previously, various examining authorities issued certificates in different formats, forcing candidates to repeatedly visit government hospitals for re-verification and re-issuance of these documents. This practice caused significant financial burden and loss of preparation time, especially for those living outside their home districts.
Key Provisions
- Acceptance of Standardized Format: All examining authorities under the Central and State Governments are requested to accept a standardized certificate without insisting on examination-specific formats.
- Validity: Certificates should be accepted within the validity period mentioned on them.
- Transparency: Recruitment notifications must clearly incorporate these provisions to help candidates understand their rights regarding scribes and compensatory time.
- Future Alignment: The format prescribed in the DEPwD’s Written Examination Guidelines dated 01.08.2025 will be treated as the standard once the current abeyance period is lifted.
