Implementation of SPARROW Phase IV (Online APAR)

The Controller General of Defence Accounts (CGDA) has announced the implementation of the IVth Phase of SPARROW (Smart Performance Appraisal Report Recording Online Window) for the processing of Online APARs.

Effective Date: Reporting Year 2025-26.
Authority: Office of the CGDA, Delhi Cantt.

Phased Implementation History

  • Phase I (2017): Group 'A' IDAS Officers.
  • Phase II (2017-18): Group 'B' Gazetted Officers (SAO/AO/AAO).
  • Phase III (2020-21): Senior Auditors and Auditors.
  • Phase IV (2025-26): All remaining categories of employees.

Categories Covered in Phase IV

This phase includes various positions such as AD (OL), Supervisors, STO, JTO, Librarians, Clerks, DEO-B & C, PPS, SPS, PS, Stenographers, Drivers, MTS, and Wet Canteen employees.

Data Submission Requirements

PCsDA/CSDA must compile employee data in the prescribed Excel format and forward it to sparrowb.dad@hub.nic.in by 27.02.2026.

  • Account Number: Use 07 digits (do not prefix '9').
  • Mobile Number: Must be linked with Aadhaar and NIC Email ID.
  • Email ID: Must be an official NIC domain ID.
