Overview of the New Directive
The Department of Personnel & Training (DoPT) has issued a fresh reminder regarding Central Government officers currently serving on ex-cadre posts within State Governments or UT Administrations. This includes those stationed in Public Sector Undertakings (PSUs), autonomous bodies, and universities.
The Six-Month Review Rule
Per previous guidelines issued in March and August 2024, a specialized Committee must review any deputation case where the officer has six months or more remaining in their tenure.
Key Procedures & Observations
- Mandatory Recommendations: Following a review, the Committee will recommend whether an officer should continue their term.
- High-Level Approval: These cases must be cleared by the Appointments Committee of the Cabinet (ACC) or the Hon’ble MOS(PP).
- Current Delays: The DoPT noted that many departments are still submitting old regularization proposals nearly two years after the original instructions were set.
Action Required for Cadre Authorities
All Cadre Controlling Authorities (CCAs) are now tasked with two immediate actions:
- Review all current deputation cases falling under these criteria.
- Submit a formal confirmation report even if no proposals are currently pending.
