New Directive: Mandatory Transaction Status Sharing for Centrally Sponsored Schemes

The Department of Expenditure, under the Ministry of Finance, has issued a significant Office Memorandum regarding fund disbursal for Centrally Sponsored Schemes under the SNA SPARSH framework.

The Current Workflow

Under specific schemes, fund transfer orders (FTOs) are generated through centralized or state portals based on master data from the State IFMIS. The process follows a structured path:

  • Eligible claims are consolidated and pushed to the Government of India via IFMIS-PFMS integration.
  • State IFMIS undertakes payment processing once the Central share is released.
  • Payments are executed either through RBI (account-based) or NPCI (Aadhaar-based DBT).

The Challenge: Information Gaps

It has been observed that success or failure responses from RBI or NPCI are not consistently shared by States back to the Centralized or State Portals. This lack of feedback leads to:

  • Incomplete transaction lifecycles at the portal level.
  • Inaccurate reporting and reconciliation errors across systems.

New Mandatory Requirements for States

To ensure "just-in-time" release of funds and system accuracy, the Controller General of Accounts has directed the following:

  1. Daily Reporting: States must mandatorily share RBI/NPCI transaction responses with external portals every day.
  2. Automation: State systems must implement automated, timely, and error-free integration for response sharing.

This directive applies to a wide range of States and Union Territories, including Uttar Pradesh, Kerala, West Bengal, Maharashtra, and Delhi, among others.
