Kendriya Vidyalaya Sangathan (KVS) has unveiled its updated Guidelines for Management of Libraries 2025, marking a significant evolution from the 2014 policy. This framework aims to transform school libraries into vibrant knowledge hubs that support multidisciplinary learning and digital literacy under the vision of NEP 2020.

Vision and Mission

The core vision is to provide a dynamic, resource-rich environment that encourages critical thinking and a lifelong love for reading. KVS libraries now strive to provide equitable and inclusive access to diverse resources for all students, including those with disabilities.

Types of Libraries in KVs

  • Foundational & Preparatory Stage Library (FPL): Serving students from Balvatika to Class V, these spaces are designed to be visually vibrant and managed by the Primary Section.
  • Middle & Secondary Stage Library (MSL): A central hub for Class VI to XII, managed by a professional Librarian and supported by a Library Assistant.
  • ZIET, Regional, and HQ Libraries: Specialized centers focusing on training materials, research publications, and digital archives for KVS employees.

Budgeting and Resource Allocation

Effective resource management is supported by a structured budget formula:

  • Books (Physical and Digital): Up to 60% of the allocation.
  • Periodicals and Newspapers: Up to 30%.
  • E-Resources: At least 25% of the total budget is recommended for E-Books and digital subscriptions.
  • Hindi Literature: As per Rajbhasha policy, 50% of the total book expenditure must be allocated to Hindi language publications.

Digital Transformation and Automation

Modernization is at the heart of the 2025 guidelines. Libraries are required to use e-Granthalaya 4.0, a cloud-based management system developed by the NIC.

  • Web OPAC: Remote 24/7 access to library catalogs and digital collections.
  • ICT Integration: Use of QR codes for easy resource access, RFID technology for circulation, and interactive touch panels for engagement.
  • Cyber Safety: A strict policy to monitor online activity and safeguard minors from cyber risks.

Key Library Services

  • Circulation: Students may borrow two books for 14 days, while staff can borrow up to five books for one month.
  • Book Clubs: Schools are encouraged to form specific clubs (e.g., Premchand, Dr. Kalam, or Ruskin Bond clubs) to foster discussion and community.
  • Career Guidance: A dedicated corner to provide information on higher education, Olympiads, and competitive exams.
  • Inclusive Support: Provisions for assistive technologies like screen readers, Braille E-books, and sensory-friendly library hours.
