Updates to IP and ASP Allocation Guidelines (February 2026)

The Ministry of Communications, Department of Posts, has issued a fresh set of amendments regarding the allocation and Inter-Circle transfer of Inspector Posts (IP) and Assistant Superintendent of Posts (ASP). These guidelines, effective as of February 9, 2026, introduce critical changes to waitlist management and how disciplinary cases impact transfers.

Revised Transfer Priority Rules

The handling of transfer requests has been refined to ensure a more structured cycle:

  • Cycle-Specific Preference: Requests based on specific grounds (excluding PwBD) will now only receive preference within the transfer cycle in which they are submitted.
  • Waitlist Integrity: Existing requests in the priority list will retain their current positions. New requests will be placed below them according to previously established protocols.
  • PwBD Priority: Candidates under the PwBD category will always be moved to the top of the priority list in every transfer cycle, regardless of their application date.

Disciplinary Proceedings & Transfers

New protocols have been established for officials facing disciplinary actions at the time of their transfer orders:

  • Rule 16 Cases: If proceedings under Rule 16 of the CCS (CCA) Rules are pending, an official may be held for a maximum of three months. They must be relieved either upon the issuance of the disciplinary order or after the three-month window expires, whichever occurs first.
  • Rule 14 Cases: If Rule 14 proceedings are pending or contemplated, the transfer request is deemed cancelled immediately. However, the official does not need to reapply; the request retains its original waiting list number and will be reconsidered once proceedings conclude, provided a vacancy exists.

Administrative Changes

The Transfer Committee will now typically maintain a minimum gap of six months between its sittings. However, the committee may meet sooner if new allocations are required due to promotions or the availability of Direct Recruit candidates.
