Important Measures to Streamline Year-End Expenditure (March 2026)

To prevent system overloads within the Public Financial Management System (PFMS) and manage the anticipated surge in bill submissions at the end of the 2025-26 financial year, the Department of Expenditure has outlined several proactive measures.

Key Directives for Ministries and Departments

  • Operational Adjustments: Heads of Accounting Organizations must ensure smooth bill clearance and perform daily monitoring of bill stocks in Pay and Accounts Offices (PAOs).
  • Weekend Operations: To clear pending workloads, PAOs may be required to remain open on Saturdays and Sundays throughout March 2026.
  • Submission Deadlines: Stakeholders and Drawing and Disbursing Officers (DDOs) are encouraged to submit bills by a target date of 20th March 2026 to ensure timely processing.
  • Expedited Sanctions: Administrative offices are urged to complete sanction processing and Inter-Departmental (IFD) concurrences promptly to facilitate early bill submission.

Special Note: Banking Operations on 31st March

While March 31, 2026, is a Public Holiday (Tuesday), the Reserve Bank of India has directed all Agency Banks to keep branches handling Government transactions open. However, all departments are still expected to process payments early to avoid a last-minute rush.
