Enhancement of Delegation of Powers for Medical Reimbursement

The Ministry of Health & Family Welfare (EHS Section) has issued a significant update regarding the delegation of powers to Heads of Departments for settling medical claims. This update streamlines the approval process for the Referral System and medical reimbursements under CGHS or CS(MA) Rules, 1944.

The Big Change: The ceiling limit for settling medical reimbursement cases without consulting the Internal Finance Division (IFD) has been increased from Rs. 5 Lakhs to Rs. 10 Lakhs.

Key Details of the Revision

  • Previous Limit: The limit was last enhanced in 2016 from Rs. 2 Lakhs to Rs. 5 Lakhs.
  • Current Update: Following a re-examination, the limit is now doubled to Rs. 10 Lakhs to facilitate quicker settlements by Heads of Departments.
  • IFD Concurrence: This decision was approved with the concurrence of the IFD vide CD No. 3131 dated 29.01.2026.

Mandatory Requirements for Approval

Heads of Departments can settle these cases provided that:

  1. No relaxation of CGHS or CS(MA) Rules is required for the settlement.
  2. The reimbursement entitlement is calculated strictly according to the prescribed CGHS or CS(MA) rate lists.
