Union Budget 2026-27: The Roadmap to Viksit Bharat
A comprehensive guide to the first budget prepared in Kartavya Bhawan.
The Union Budget 2026-27, presented by Finance Minister Nirmala Sitharaman, isn't just a list of numbers; it's a strategic blueprint based on three Kartavyas (duties). These are: sustaining growth, fulfilling people's aspirations, and ensuring resources reach every family (Sabka Sath, Sabka Vikas).
1. The Manufacturing Revolution: "Biopharma SHAKTI" & More
To make India a global manufacturing powerhouse, the government is targeting "frontier" sectors with massive investments:
- Biopharma Hub: A new scheme, "Biopharma SHAKTI," will invest ₹10,000 crore over five years to build India's reputation in medicine manufacturing. This includes 1,000 accredited clinical trial sites and three new National Institutes of Pharmaceutical Education and Research (NIPER).
- Semiconductors 2.0: The India Semiconductor Mission is entering its second phase, focusing on creating homegrown technology and equipment.
- Rare Earth Corridors: Dedicated corridors in Odisha, Kerala, Andhra Pradesh, and Tamil Nadu will be established to mine and process critical minerals.
- Textile Expansion: Under the National Fibre Scheme, the government aims for self-reliance in silk, wool, and jute, while also setting up "Mega Textile Parks" to boost employment.
2. Transforming Infrastructure: High-Speed Rail & Waterways
Infrastructure is the backbone of this budget, with a focus on sustainable movement of people and cargo:
- Seven Growth Connectors: High-speed rail corridors will connect major city clusters, including Mumbai-Pune, Hyderabad-Bengaluru, and Delhi-Varanasi.
- Inland Waterways: 20 new National Waterways will be operationalized, starting with NW-5 in Odisha. A new scheme will also promote coastal cargo, aiming to double its share in India's transport mix by 2047.
- Seaplane Connectivity: To boost tourism in remote areas, a "Seaplane VGF Scheme" will support operations and local manufacturing.
3. Social Welfare: Health, Education, and Farming
The budget emphasizes building capacity through education and health:
- Allied Health: 100,000 new professionals will be trained over five years to support the medical sector.
- Mental Health: A new NIMHANS-2 will be set up in North India, while existing institutes in Ranchi and Tezpur will be upgraded.
- AI for Farmers: "Bharat-VISTAAR" is a new multilingual AI tool designed to give farmers instant access to agricultural practices and expert advice.
- The Orange Economy: 15,000 schools will get "Content Creator Labs" to teach skills like gaming, VFX, and comics.
4. Tax Reforms: Simplifying the Lives of Ordinary Citizens
Perhaps the most relevant part for the common man is the New Income Tax Act, 2025, which takes effect in April 2026.
Key Tax Highlights:
- Cheaper Travel & Health: TCS (Tax Collected at Source) on overseas tour packages is slashed from 20% to just 2%. This also applies to money sent abroad for education and medical care.
- Medical Relief: 17 essential drugs are now exempt from basic customs duty, and import rules for rare disease medicines are being relaxed.
- Personal Imports: The tariff on goods imported for personal use is being cut in half—from 20% to 10%.
- Dispute Resolution: A one-time, 6-month window will be opened for small taxpayers to disclose foreign assets without facing the usual harsh penalties.
5. Purvodaya: Focus on the East
A special push is being given to the "Purvodaya" states. This includes the development of the East Coast Industrial Corridor at Durgapur and the creation of Buddhist Circuits across the North-East, including Arunachal Pradesh, Sikkim, and Assam.
