Update: Extension of Abeyance for PwBD Examination Guidelines

The Council of Scientific and Industrial Research (CSIR) has issued a new Office Memorandum dated February 2, 2026. This memorandum forwards a critical update from the Department of Empowerment of Persons with Disabilities (DEPwD) regarding the conduct of competitive written examinations for Persons with Disabilities (PwD) under the RPWD Act, 2016.

Key Update: The revised "Comprehensive Guidelines" originally issued on August 1, 2025, will remain in abeyance until March 31, 2026.

Background and Extension Details

On August 1, 2025, the DEPwD issued revised guidelines for conducting written examinations for Persons with Benchmark Disabilities (PwBDs). However, due to the need for preparedness among examining bodies, these guidelines were initially put on hold until December 31, 2025.

Due to ongoing consultations with stakeholders, including examining bodies and organizations representing persons with disabilities, the competent authority has decided to further extend this hold:

  • Previous Abeyance Deadline: December 31, 2025.
  • New Abeyance Deadline: March 31, 2026.

Impact on Current Examinations

For all competitive public examinations notified (or to be notified) up to and including March 31, 2026, the following older guidelines will continue to apply:

  • Guidelines dated August 29, 2018.
  • Subsequent corrigendum to the 2018 guidelines.
  • Guidelines issued on August 10, 2022.

This directive has been forwarded to all CSIR National Laboratories, Institutes, and Units for immediate information and compliance.
