Sub.: Counting of past service for minimum residency period of assessment promotion under CSIR Scientists Recruitment and Assessment Promotion (CSRAP) Rules, 2001 - reg.
The undersigned is directed to state that issue of counting of past service for minimum residency period of assessment promotion under CSIR Scientists Recruitment and Assessment Promotion (CSRAP) Rules, 2001 in case of a scientist who was working in a CSIR-Lab./Instt. and joined another CSIR-Lab./Instt. in the same grade through Direct Recruitment, after technical resignation, has been examined by the Competent Authority in consultation with DoPT & LA, CSIR, in light of the relevant rules under CSRAP Rules, 2001 and found that there is no such provision for counting of past service under the CSRAP Rules, 2001, and also there is no such provision in recently notified CSRAP Rules, 2025.
Accordingly, it is clarified that in such cases, the past service rendered by scientist in the earlier CSIR-Lab./Instt. cannot be counted towards residency period for assessment promotion under CSRAP Rules, 2001.
