The Department of Personnel & Training (DoPT) has issued a critical Office Memorandum reiterating the mandatory requirement for all Ministries and Departments to report vacancies in Group A and Group B posts to the Surplus Cell.

Overview of the Instruction

As per the Central Civil Services (Redeployment of Surplus Staff) Rules, 1990, it is obligatory for all administrative authorities to ensure that surplus employees are adjusted before any fresh recruitment takes place. This ensures efficient human resource management within the Government of India.

Key Requirements:
  • All Ministries/Departments must report vacancies occurring in Group 'A' and Group 'B' posts to the Surplus Cell (DoPT).
  • This reporting must be done prior to taking any action for filling up the vacancies through direct recruitment or other methods.
  • The objective is to allow the Surplus Cell to nominate eligible surplus employees for these positions.

Why is this important?

Failure to report these vacancies leads to delays in the redeployment of surplus staff, which impacts government expenditure and employee welfare. The DoPT has observed that several departments have been proceeding with recruitments without obtaining the necessary clearance or checking for available surplus staff.

Compliance and Implementation

All Cadre Controlling Authorities are requested to strictly adhere to these guidelines. By reporting vacancies timely, departments help maintain a streamlined process where experienced staff are re-utilized effectively across various government sectors.
