Implementation of PoSH Act: New Directives for CSIR Labs
Following a review by the Parliamentary Standing Committee on the Empowerment of Women, CSIR Headquarters has issued immediate instructions to strengthen the implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 across all laboratories and institutes.
1. Mandatory Awareness & Training
- Bi-Annual Programs: All units must conduct two mandatory PoSH awareness programs—one during PoSH Week (Dec 9–16) and one on International Women's Day (Mar 8).
- Information Display: Multilingual boards (Hindi, English, and Regional) must prominently display Internal Committee (IC) contact details, penal provisions, and emergency numbers.
- iGOT Certification: Completion of the iGOT POSH certification course is now mandatory for all employees.
2. Strengthening Internal Committees (IC)
- IC members must undergo regular capacity-building training focusing on fact-finding, inquiry procedures, and the handling of electronic evidence (WhatsApp, CCTV).
- CSIR-HRDC Ghaziabad is developing a specific training module to streamline this process.
3. Safety & Mental Health Support
- Security Audits: Laboratories must identify poorly lit or vulnerable areas and prioritize the installation of adequate lighting and CCTV coverage.
- Professional Counseling: All institutes are directed to engage a part-time counselor or psychologist for 1–2 hours per week to address the mental health impacts of workplace harassment.
4. Reporting and Accountability
- Annual reports on sexual harassment cases must be submitted to CSIR HQ by April 15th every year.
- PoSH compliance checks will now be a standard part of internal administrative audits and inspections.
