📌 Overview & Basic Tenets

ℹ️ Important Update: This Standard Operating Procedure supersedes all previous communications issued by UIDAI regarding Date of Birth (DoB) update in Aadhaar database, including the SOP dated 19.07.2021.

When is DoB Update Necessary?

An individual can have only one Date of Birth (DoB). Under normal circumstances, there should be no need to change the date of birth in the Aadhaar database. However, the following three circumstances may necessitate an updation, correction, or change in the date of birth:

1️⃣ Updating Declared/Approximate DoB

When the DoB is currently declared or approximate and needs to be updated to a verified DoB based on official documentation.

2️⃣ Correcting Operator Error

When an error or mistake on the part of the operator or the Aadhaar number holder leads to incorrect DoB getting recorded inadvertently.

3️⃣ Correcting Fraudulent Submission

When the Aadhaar number holder had previously reported a wrong DoB with false documents and now wants to correct it with a verifiable document.

Key Principles

  • Birth Certificate is Legal Proof: A Birth Certificate is the legal proof of DoB. Once a Birth Certificate has been submitted as Proof of Date of Birth (PDB) document, no further DoB updates should be considered under normal circumstances.
  • Mandatory for Children Below 5 Years: For enrollment of children below 5 years of age, Birth Certificate is a mandatory document.
  • Online-Verifiable Certificates: Children in the age group of 5-18 years can easily procure online-verifiable Birth Certificates from CRS and State Registrars of Births.
  • One Last Opportunity for Fraudulent Cases: Aadhaar holders who submitted false documents in the past will be provided one last opportunity to correct their DoB with a genuine online-verifiable PDB document and affidavit.
⚠️ Deactivation Warning: The Aadhaar of such Aadhaar number holders would be deactivated whenever fraudulent document submission comes to light. It will be considered for reactivation only when accompanied by a genuine online-verifiable PDB document along with an affidavit. An FIR may also be lodged against the Aadhaar number holder or the parent/guardian, as the case may be.

Special Circumstances

📌 Previously Submitted Birth Certificate

If the Aadhaar number holder had earlier submitted a birth certificate as proof of date of birth, the holder shall submit a corrected birth certificate bearing the same Birth Registration Number (BRN).

📌 Previously Submitted Other Documents

If the Aadhaar number holder had earlier submitted any proof of date of birth document except birth certificate (e.g., Marksheet, Passport), the holder shall submit a corrected version of the same document or submit a birth certificate.

📌 Post-Marriage Name Change

In case of date of birth update of a woman who has changed her name post-marriage, proof of date of birth documents issued pre-marriage will be accepted along with evidence of name change (Aadhaar with old name or marriage certificate with both names).

List of Acceptable Documents (List-IV)

As per the Aadhaar (Enrollment and Update) Regulations 2016, Schedule II, the following documents are acceptable as Proof of Date of Birth:

  • Birth Certificate issued by authorized authority under The Registration of Births and Deaths Act, 1969
  • Indian Passport
  • School Marksheet / Certificate
  • Bank Account Passbook
  • Insurance Policy
  • Driving License
  • PAN Card
  • Voter ID
  • Medical Records
  • Government Employee ID
  • Pension Document

🔄 DoB Update Cases & Guidelines

Case 1: First-Time DoB Update

1(a): Declared or Approximate DoB

When the existing DoB in Aadhaar is 'declared' or 'approximate', UIDAI may enable the Aadhaar Number Holder (ANH) to view their DoB status during the DoB updation process in the enrollment client.

Guideline: DoB update can be carried out based on any of the permitted PDB documents as mentioned in List-IV. For age groups 0-5 years and 5-18 years, Birth Certificate is the only document permitted for DoB update.

Exception Scenario:

If the DoB is 'declared' or 'approximate', but the Aadhaar Number Holder has submitted a Birth Certificate during enrollment or update as one of the supporting documents (PDB or PoR document), such cases shall be handled as cases of DoB in Aadhaar as 'verified' based on birth certificate.

1(b): Verified DoB in Aadhaar

When the existing DoB in Aadhaar is already recorded as 'verified', the following scenarios may arise:

Scenario (i): No PDB Document in Database

Even though the DoB is recorded as 'verified', if the PDB document does not exist in the Aadhaar database, this case shall be treated as if the DoB is 'declared' or 'approximate'.

Scenario (ii): PDB Document Exists with Mismatch

If the PDB document exists but shows a different DoB than what is currently recorded in Aadhaar, the resident shall submit a corrected document or a fresh document along with self-declaration explaining the discrepancy.

Exception Handling for Multiple Update Attempts

📋 Processing Rejected Cases

For URNs rejected with specific error codes, the following protocol applies:

  • Error Code: PKT_RDEMO_DOB_VALIDATION_ATTEMPTS_LIMIT_EXCEED - Cases to be reviewed by RO officials with due diligence
  • Error Code: PKT_RDEMO_DATA_QUALITY_REJECT - May be processed through UIDAI HQ SOP for re-playing packets

Multiple Update Scenarios

Case 2: Resident Updated DoB Two or More Times Previously

When an Aadhaar number holder has already updated their DoB two or more times, they may still request another update if:

  • Resident submits DoB certificate issued by authorized authority under The Registration of Births and Deaths Act, 1969
  • Resident submits self-declaration (Annexure-II) stating awareness of this being a final opportunity
  • In case of minor, the self-declaration must be signed by the parent or legal guardian
Example:
Year 2015 - First Update: 3-Jul-1985 → 10-Jul-1987 (Doc: PAN Card)
Year 2019 - Second Update: 10-Jul-1987 → 10-Jul-1990 (Doc: Driving License)
Year 2025 - Third Update Request: 10-Jul-1990 → 10-Jul-1992 (Doc: Birth Certificate)
Status: ✅ Acceptable with proper documentation
Case 3: No Typographical Error in Previous Update

When DoB was changed successfully in a previous request and no typographical error occurred, but the resident now wants to change the DoB with the same or other valid document, they must provide:

  • New DoB certificate from authorized authority
  • Self-declaration explaining the reason for change
Case 4: Previous Update Had Typographical Error

When DoB was changed successfully in a previous request but there was a typographical error in the initial enrollment, and the resident is now fixing a different issue (not the typographical error), they must provide standard documentation with self-declaration.

Case 5: Correcting Typographical Error (Document Available)

When DoB was changed successfully previously and the document is available on RO Admin Portal with a typographical error, the resident can request correction by:

  • Submitting the previously submitted document as DoB Proof
  • No need for fresh DoB certificate or self-declaration
  • Resident may submit same or different document type (e.g., Passport, Driving License)
Simplified Process: This case requires minimal documentation as it's a correction of previous operator error.
Case 6: Correcting Typographical Error (Document Not Available)

When DoB was changed successfully previously but the document is NOT available on RO Admin Portal, yet the resident is submitting the same document as the previous request to correct a typographical error:

  • Resident shall submit the same document type as previously submitted
  • DoB in new document should match the correct DoB (not the erroneous DoB)
  • No requirement for fresh birth certificate or separate self-declaration

⚙️ Processing Guidelines & RO Procedures

RO Official Review Parameters

When scrutinizing DoB update requests, Regional Office officials must review the following parameters:

  1. Is this the 1st Update/change request or has the resident already changed the DoB for two or more times?
  2. Is the current request to fix a typo error due to enrollment operator mistake?
  3. What documents were previously submitted by the residents?
  4. What documents are currently being submitted and are they the same as previous documents or different?
  5. Any other details deemed necessary for proper evaluation

Special Handling Requirements

🌐 Language Support

ROs shall translate the self-declaration into Vernacular languages wherever required. Assistance for reading out the contents of the self-declaration by staff to residents who are unable to read and write shall also be provided at RO level.

⚖️ Discretionary Invitations

If required, it shall be at the discretion of the concerned officer to decide regarding inviting a resident to the RO on a given date to present their respective case.

Cases That Should NOT Be Approved

⚠️ Rejection Criteria:
  • Invalid/Illegible/Tampered Document: Where invalid, illegible, or tampered document is uploaded in requested URN - Mark as "Rejected" and inform resident
  • Duplicate Self-Declaration: Cases where resident has already submitted a self-declaration in the previous request and is again requesting for DoB update - Mark as "Rejected" with explanation

📖 Section 13: Delayed Registration of Births and Deaths

Section 13(3): Any birth or death which has not been registered within one year of its occurrence, shall be registered only on an order made by a Magistrate of the first class or a Presidency Magistrate after verifying the correctness of the birth or death and on payment of the prescribed fee.

Section 13(4): The provisions of this section shall without prejudice to any action that may be taken against a person for failure on their part to register any birth or death within the specified timeframe.

📖 Section 8: Persons Required to Register Births and Deaths

Section 8(1) outlines the duty of various persons (head of household, medical officers, jail authorities, etc.) to provide information to the Registrar regarding births and deaths in their respective places.

📝 Self-Declaration Template (Annexure-II)

The following is the format of self-declaration required to be submitted along with DoB update requests under exception handling:

Self Declaration Format

I, _______ S/D/W/o _____, resident of _____ holding Aadhaar No…………., do hereby solemnly affirm and declare as under:-

i. That the deponent is the resident of the above said address.

ii. That the correct date of birth of the deponent is _____and the date of birth of the deponent is wrongly mentioned in the Aadhaar Card bearing Aadhaar No………………..as _______.

iii. That the deponent wants to get his /her date of birth updated in the Aadhaar Card as ________ instead of ________ even after utilizing the one time option for DoB update, for which the deponent is submitting……….. as document proof.

iv. That the date of Birth in the Aadhaar Card of the deponent was not correct earlier.

v. That the deponent further declares that no document in support of proof of birth was submitted by him at the time of Aadhaar Enrolment. However, if so submitted, the document submitted at the time of updation is not the same as the one submitted at the time of Aadhaar Enrolment.

Applicable Parameters (Tick whichever are applicable ✓):

  • Current DoB update request is the 1st request for DoB update
  • Current DoB update request is second (or greater) request for DoB
  • Date of birth mentioned in Aadhaar at time of enrollment was declared/approximate and was not verified
  • Date of birth mentioned in Aadhaar at time of enrollment was verified and was not declared/approximate

Undertaking: The undersigned undertakes that if the document submitted in proof of date of birth is found to be fraudulent/false/forged/non-genuine, the corresponding Aadhaar number may be deactivated as per Rule 28 of the Aadhaar (Enrollment and Update) Regulations, 2018.

"I hereby declare that all the information mentioned above is true to the best of my knowledge and belief. In case of any discrepancies if arises, the undersigned will be personally held responsible."

⚡ Important Notes for Applicants

✅ Know Your Rights:
  • You have the right to update your DoB in Aadhaar with proper documentation
  • Birth Certificate is the strongest proof of DoB and should be submitted when available
  • If your DoB was recorded as 'declared' or 'approximate', you can update it with any acceptable document from List-IV
  • For minors, parents or legal guardians must sign the self-declaration
⚠️ Important Warnings:
  • Submitting false or fraudulent documents will result in deactivation of your Aadhaar
  • FIR may be lodged against you or your parent/guardian for fraudulent document submission
  • Self-declarations must be truthful and complete
  • Once your DoB is verified with a Birth Certificate, no further updates will normally be allowed
  • Multiple update attempts may trigger additional scrutiny and verification
