Comprehensive Re-employment Rights in Central Government Services
1. Legal Definition of ESM
Eligibility for re-employment benefits is restricted to persons defined as Ex-servicemen under the 1979 Rules. This includes regular retirees, personnel released on medical grounds with disability pensions, and Short Service Commissioned Officers (SSCOs) released after Feb 2020 with a gratuity.

3. Age Limit Relaxation
Ex-servicemen are allowed to subtract their actual military service duration from their current age. If the resulting age is within the post limit plus a 3-year grace period, the candidate is deemed eligible for Group B (Non-Gazetted), C, and D positions.
4. Educational Qualification Waivers
- Group D: Complete exemption from academic requirements for those with 3+ years of service.
- Group C: Matriculate veterans with at least 15 years of service are eligible for graduate-level non-technical roles.
5. Fee & Standard Concessions
All Ex-servicemen are 100% exempted from application fees. Furthermore, hiring authorities may apply a relaxed selection standard to ensure reserved quotas are filled without compromising core performance standards.
6. Mandatory Annexures for Applicants
Annexure-1: Proforma of Certificate for Employed Officials (Must be completed by the Commanding Officer).
Annexure-2: Form of Undertaking to be signed by candidates applying under the ESM category.
