Revised Model Technical Specifications of Desktop PCs, Laptop PCs and Tablet PCs

Overview

The Employees' Provident Fund Organisation (EPFO) under the Ministry of Labour and Employment, Government of India, has issued revised model technical specifications for procurement of Desktop PCs, Laptop PCs, and Tablet PCs by all government offices and agencies.

Key Update

This circular supersedes the previous specifications dated 25/10/2021 and incorporates the latest Ministry of Electronics and Information Technology (MeitY) standards issued on 19/08/2024.

Applicability and Scope

This circular is applicable to:

All Additional Chief Provident Fund Commissioners (CPFCs)

Zonal Additional Chief Commissioners (ACCS)

Zonal Training Institutes (ZTIs)

Regional PF Commissioners (RPFCs)

All Regional Offices under EPFO

National Data Center (NDC)

Assistance and Support Division (ASD) and Personnel Development Unit (PDU)

Key Directives

1. Updated Specifications Mandate: All future procurement of Desktop PCs, Laptop PCs, and Tablet PCs shall be carried out in consonance with the specifications and protocols established by MeitY or better specifications. Procuring entities must incorporate these specifications in their tender documents.

2. Compliance Requirements: Officers-in-Charge of PDNASS, ZTIs, NDC, ASD/PDU at Head Office, Zonal Offices, and Regional Offices must ensure strict adherence to:

GFR 2017 (General Financial Rules) provisions

CVC Guidelines

Government of India Guidelines

EPFO internal guidelines

3. Disposal of Obsolete Items: Obsolete and unserviceable items shall be disposed of in consonance with the EPFO Obsolescence Policy and rules laid down in GFR 2017.

Make in India Initiative

The revised specifications align with the Government of India's Public Procurement (Preference to Make in India) Order 2017, which encourages manufacturing and production of goods and services in India to enhance income and employment opportunities.

MeitY has notified a mechanism for calculating local content for electronic products including Desktop PCs, Laptop PCs, and Tablet PCs to ensure compliance with Make in India objectives.

Validity Period

These updated Model Technical Specifications shall remain valid until the end of Financial Year 2026-27 (31.03.2027) or until further orders, whichever is earlier. This ensures that specifications remain current with technological advances and government procurement priorities.
