Will the PRIME MINISTER be pleased to state:

(a) Whether Government is developing a high-level coordinated framework to enhance administrative efficiency, technological innovation and digital governance capabilities to achieve the goals of Vikasit Bharat 2047;

(b) If so, the steps taken to strengthen collaborative governance between the Centre and the States in this direction; and

(c) Whether Government is considering to set up a 'Centre of Excellence' with global standards to promote administrative reforms, emerging technologies and human resource capacity building?

Response to Questions (a) to (c):

Government is implementing Mission Karmayogi — the National Programme for Civil Services Capacity Building — as a flagship mission for civil services' capacity building with a view to:

  • Enhance administrative efficiency
  • Support adoption of emerging technologies
  • Strengthen digital governance in line with the vision of Vikasit Bharat 2047

The Programme promotes collaborative governance by:

  • Onboarding States and UTs onto the iGOT Karmayogi platform
  • Integrating State training institutions
  • Facilitating joint capacity-building initiatives through competency-based learning
  • Enabling platform-driven interoperability

Key Initiatives Highlighted:

  • Mission Karmayogi: National Programme for Civil Services Capacity Building
  • iGOT Karmayogi Platform: Integration of States and Union Territories
  • Vision: Vikasit Bharat 2047 - Developed India by 2047
