Office Memorandum on Persons with Disabilities (Rights of Persons with Disabilities Act, 2016)
📑 OM Details
The Department of Empowerment of Persons with Disabilities has issued revised guidelines for competitive examinations for PwDs on 01.08.2025 and 10.09.2025, superseding earlier OMs of 2018, 2019, and 2022.
Guidelines have been endorsed by CSIR vide OMs dated 13.10.2025 and 29.10.2025, emphasizing strict implementation of the Rights of Persons with Disabilities Act, 2016.
- Align CSIR/Vendor centre-operations with DEPwD's OM dated 01.08.2025
- Publish centre-checklist and candidate-facing FAQs
- Comply with DEPwD provisions for scribes/reader and compensatory time during recruitment
When candidates claim originals are on person but momentarily inaccessible:
- Accept self-undertaking from candidate
- Verify ID/UDID documentation
- Retain photocopies/digital copies for records
- Allow scribe provisionally with post-facto verification within fixed timeline
- Dedicated help-desk slot the day before examination (virtual/onsite)
- Validate uploaded scribe forms and clarify doubts
- Prevent day-of-exam conflicts
Grievance Redressal Officer (GRO): Nominate dedicated GRO at central and venue levels after application closing date to ensure resolution of all PwBD-related issues. Notify candidates of this nomination.
- Mandatory lighting checklist for examination centres
- Workstation magnification settings for VI (Visually Impaired) candidates
- Record all accessibility measures in centre log
Status: To be implemented across all CSIR labs.
- Auto-print PwBD flag on candidate's roll sheet
- Print sanctioned scribe status clearly
- Display compensatory time allocation to prevent invigilator-level divergence

- Preserve entry-desk and verification-desk timestamps for at least 90 days
- Ensure field of view captures document-check counters
- Maintain incident logs for audit purposes
Status: To be implemented across all CSIR labs.
- Pre-exam micro-module on reasonable accommodation principles
- Training on scribe rules and procedures
- Maintain completion rosters for all personnel
- Online training to sensitize recruitment personnel
- Real-time escalation to CSIR Command Centre during scribe-verification disputes
- 10-minute resolution SLA (Service Level Agreement)
- If unresolved, default decision in favour of the candidate consistent with accommodation principles
Nominate dedicated GRO at central and venue levels for resolution of all PwBD-related issues after application closing date.
- Defined remedial pathway for candidates who credibly allege denial of accommodation
- Re-test with scribe provision without candidate bearing cost
- Consistent with court directions and DEPWD OMs
- Escalation available to CSIR Grievance Redressal Officer (GRO)
