CCS (Conduct) Rules, 1964 - Submission Guidelines
📋 Overview
This circular is issued by the Chief Vigilance Officer, CSIR, to all Directors/Heads of National Laboratories and Institutes regarding the submission of Annual Property Return (APR) statements for the year ending 2025 by Group 'A' and 'B' officers under Rule 18(1)(ii) of the CCS (Conduct) Rules, 1964.
⚠️ Key Requirements
In accordance with Rule 18(1)(ii) of the CCS (Conduct) Rules, 1964, as applicable to CSIR employees, officers holding Group 'A' and 'B' posts are required to submit their complete annual immovable property details for the year 2025.

📝 Important Instructions
- Proper Completion: The APR proforma must be filled in properly with complete details
- Avoid Generic Phrases: Do NOT use phrases such as "no change" or "same as before"
- Self-Attestation: All documents must be duly self-attested by officials
- Lab/Institute Scrutiny: Submit copies only after proper scrutiny by concerned authorities
- Print Outputs: In case submitted through e-HRM portal, print outs must be forwarded
📊 Certificate Format for Lab/Institute
The Lab/Institute must send a certificate of receipt to CVO office in the following format:
"No. of Group A & B officers: __________
No. of Group A & B officers submitted the APR till 31.01.26: __________
No. of APRs scrutinized by the Lab/Institute: __________"
📑 APR Statement Contents - Field Instructions
Property Details to be Reported:
- Officer Details: Name and present designation
- Property Type: Housing/Co-operative society Flat/Buildings/Lands
- Location: Precise location with District, Division, Taluk, Village, and distinctive number
- Area: Total area of land and/or house/flat
- Nature of Land: Residential/Commercial/Agricultural; Freehold/Leasehold
- Extent of Interest: Full or partial ownership percentage
- Ownership Details: If not in own name, provide relationship to the government servant
- Date of Acquisition: Exact date when property was acquired
- Mode of Acquisition: Purchase/Lease/Mortgage/Inheritance/Gift/Other
- Seller/Source Details: Full name, address, and relationship with government servant
- Official Dealings: Whether applicant had official dealings with the party (YES/NO)
- Purchase Price: Amount paid for acquisition
- Present Value: Current market/approximate value
- Sanction Details: Date of sanction, OM number, and authority details
- Annual Income: Total annual income from the property
- Remarks: Any other relevant details

- Guidelines on Vigilance Clearance: Vigilance clearance shall be denied to an officer if APR is not submitted by 31st January of the following year

- Ensure all Group A & B officers are informed about submission deadlines
- Establish proper verification and scrutiny procedures
