Complete Timeline for Smooth Financial Year Closing

📌 Overview

This circular provides critical timelines for the smooth annual closing of Financial Year 2025-26 for all CSIR Labs, Institutes, Units, and Headquarters. Adherence to these timelines ensures timely salary/pension payment, error-free account generation, and smooth transition to FY 2026-27.

⚡ Key Objective: Ensure all employees and pensioners receive their March 2026 salary/pension without any delay by closing all financial transactions as per schedule.

9 Flushing out unpassed/non-voucherized payment bills and unapproved receipts from AMS 📅 28th-31st March, 2026

⭐ Key Highlights & Requirements

🔹 Critical Actions (28th March – 31st March, 2026)

  • Reconciliation of GPF Remittance/Recoupment and settlement with Funds Section at CSIR Hqrs
  • Matching of Asset Transfer IN/OUT with transferring/transferee Lab/Instt/Centre/Unit
  • Unspent Grant (CSIR Grant TSA and CNA A/c) must be brought to 'ZERO' level (unless specific provision/approval exists)
  • Cash Reconciliation among different Cash Books and Cash Codes
  • Weekly-wise closing during March 2026 to minimize rectification entries

🔹 Budget Module Integration Requirements

  • All accounting entries relating to transfer of funds (assignment limits/cash) must be recorded
  • Surrender/savings/lapse of assignment limits in PFMS-TSA accounts must be documented in AMS
  • CPD and HQ Directorates must manage sanction/allocation proposals aligned with timelines

⚠️ Important Notes

🔴 Payment Transactions Closure: All payment transactions will be disabled in AMS from 28th March, 2026 (6:01 PM onwards). Labs can account for receipts until 31st March, 2026.
🔴 AMS Software Limitation: As AMS is a live software, making adjustment/rectification entries after 31st March 2026 will not be possible. All transactions must be finalized by this date.
🔴 Planning Required: With ~4 months available, all Labs/Units/Hqrs must plan in advance to meet the payment transaction completion deadline of 27th March, 2026.
🔴 Capital Expenditure: All Labs/Instts/Units are requested to enhance the pace of capital expenditure and ensure full utilization of allocated funds before financial year closing.

This timeline follows similar successful implementations from:

  • FY 2024-25: Issued on 1st January, 2025 (Deadline: 26th March, 2025)
  • FY 2023-24: Issued on 17th November, 2023 (Deadline: 25th March, 2024)

✅ Both previous years successfully closed accounts on 31st March itself and generated Balance Sheet, Income & Expenditure Account, and Receipt & Payment Account on 1st April without delays.
