Verification of Membership for Central Secretariat Service Associations
Introduction
The Department of Personnel and Training has issued an important office memorandum regarding the verification of membership for service associations belonging to Central Secretariat Service (CSS), Central Secretariat Clerical Service (CSCS), and Central Secretariat Stenographers' Service (CSSS) cadres. This memorandum provides crucial guidelines for Disbursing and Controlling Officers (DDOs) and employees regarding the membership verification process and fee deductions.
Background and Context
Following the invitation of applications for grant of recognition under the Central Civil Services (Recognition of Service Associations) Rules, 1993, various service associations submitted their applications. The applications were processed based on Office Memorandums dated 02.07.2025 and 13.08.2025. After careful evaluation, six associations have been found worthy for membership verification for the purpose of granting recognition.

The following associations have been recognized for membership verification:
- Central Secretariat Promotee Group B Officers Association
- Central Secretariat Group C Employees Association
- Central Secretariat Staff Car Drivers' Association
- Central Secretariat NG Employees Union
- Central Secretariat Group B Officers Union
- Central Secretariat Employees Association
Membership Verification Process
In accordance with Rule 7 of the CCS (Recognition of Service Associations) Rules, 1993, the verification of membership shall be conducted through a Check-off system in pay-rolls. This system operates on the following principles:
Key Features of the Check-off System:
- Written Consent Required: Each government employee who wishes to be a member of an association must submit a written application to their Disbursing and Controlling Officer (DDO) or any other designated authority.
- Authorization for Deduction: The application must explicitly authorize the deduction of annual subscription fees from the employee's payroll.
- Association Confirmation: Upon receiving the application, the service association is required to confirm the membership status.
- Recovery Process: After confirmation by the association, the application is forwarded to the DDO for effecting the necessary financial recoveries.
Membership Fee Deduction Guidelines - Financial Year 2025-26
DDOs of all Ministries and Departments of the Central Secretariat are instructed to adhere to the following guidelines for membership fee deductions:
Important Deduction Guidelines:
- Timing: Annual membership fees for FY 2025-26 should be deducted from the payroll of November 2025.
- Frequency: The membership fee shall be deducted on an annual basis only, not monthly.
- Single Deduction: The entire annual subscription fee must be deducted only once during a particular financial year.
- Member Eligibility: Fees should be deducted only for those members of the recognized associations listed above.
Critical Policy - One Member, One Association
Important Restriction: An employee can be a member of only one Association/Union. Therefore, DDOs must ensure that membership fees are deducted for only one Association/Union per employee. This restriction is mandatory and must be strictly enforced to avoid duplicate memberships and unauthorized deductions.
Reporting and Documentation Requirements
DDOs are required to provide detailed information regarding member associations to the Department of Personnel and Training. The information should be submitted in the following format:

Submission of Information
The information in the prescribed proforma should be prepared separately for each designation. DDOs are requested to make this information available to the Department of Personnel and Training at the earliest opportunity. Timely submission of accurate data is essential for maintaining proper records and ensuring compliance with government regulations.
