Overview of SNA SPARSH Implementation

The SNA SPARSH system represents a significant advancement in financial management across Indian government institutions. Following the Department of Expenditure's announcement via Office Memorandum dated July 13, 2023, multiple training and sensitization workshops have been organized to facilitate smooth implementation across Central Ministries, Departments, and State Governments.

As of now, SNA SPARSH has been successfully implemented across several Ministries and Departments, as well as by all States and Union Territories with legislatures. The system is now moving into its final implementation phase with remaining Centrally Sponsored Schemes being onboarded from November 1, 2025.

⚠️ Critical Update: To address operational and technical issues arising from the recent onboarding of remaining schemes, the CGA has organized comprehensive daily Open House Sessions from November 17 to December 3, 2025. These sessions will provide hands-on support and orientation for all participating officials.

Purpose of Daily Open House Sessions

The daily Open House Sessions have been designed with multiple objectives to ensure successful implementation of the SNA SPARSH JIT System:

  • Technical Support: Resolve operational and technical issues encountered by officials from State Governments, Union Territories, and Central Ministries during system implementation
  • Enhanced Familiarity: Increase user comfort and familiarity with the system for both newly onboarded users and existing system users
  • Hands-On Assistance: Provide practical, hands-on guidance for system usage and troubleshooting
  • New User Orientation: Act as a comprehensive orientation program for newly onboarded scheme users
  • Stakeholder Coordination: Facilitate communication between Finance Departments, Treasury departments, and Line Departments across all participating entities

Training Session Schedule & Participation Details

PHASE I: STATES/UTs

Phase I focuses on Treasury and Line Departments across all States and Union Territories with legislatures. Sessions run from November 17-21, 2025, between 11:00 AM and 1:00 PM.

📌 Key Points for Government Employees

  • Mandatory Participation: State Finance Departments, UT Finance Departments, Principal CCAs, CCAs, and CAs must ensure participation of all concerned officials as per the designated schedule
  • Targeted Training: Officials from Finance Departments, Treasury Departments, and Line Departments should attend sessions according to their regional cluster or ministry grouping
  • Two-Phase Approach: Phase I covers all States and UTs with legislatures (November 17-21), while Phase II covers Central Ministries and Departments (November 24 - December 3)
  • No Gaps in Coverage: The schedule is designed to ensure that all relevant stakeholders receive proper training without overlap or delays
  • Multiple Participation Options: State-level officials can attend regional cluster sessions, while Central Ministry officials can attend their designated group sessions

Target Audience & Participation Requirements

The following categories of government officials are required to participate in the appropriate Open House Session:

Primary Recipients:

  • Principal Finance Secretaries / Finance Secretaries / Commissioners (Treasury) of all State Governments and UTs (as per Phase I regional schedule)
  • Financial Advisors, Principal CCAs, CCAs, and CAs of all Central Ministries and Departments (as per Phase II group schedule)

Target Participant Groups:

  • Finance Department officials responsible for budget implementation and financial management
  • Treasury Department personnel handling fund allocation and disbursement
  • Line Department representatives implementing schemes covered by SNA SPARSH
  • New users recently onboarded to the system
  • Existing users requiring technical support and system clarification

Implementation Context

The timing of these Open House Sessions is critical as the Department of Expenditure has set November 1, 2025, as the deadline for onboarding remaining Centrally Sponsored Schemes into the SNA SPARSH system. The comprehensive training initiative launched by the GIFMIS-PFMS Division is designed to address any operational challenges and ensure smooth transition for all participants.

This builds upon previous training initiatives and sensitization workshops organized since July 2023, demonstrating the government's commitment to ensuring all officials are equipped to effectively use the SNA SPARSH system. The daily Open House format allows for personalized assistance while the regional and group-based clustering ensures targeted, relevant support for each category of participants.

Action Items for State & Central Government Offices

Based on this Office Memorandum, the following actions are required:

  1. Identify Relevant Sessions: Determine whether your office falls under Phase I (States/UTs) or Phase II (Central Ministries/Departments) and identify the specific date and cluster/group for your participation
  2. Nominate Participants: Ensure selection of appropriate officials who handle financial management, treasury operations, or scheme implementation
  3. Communicate Schedule: Share the session date and timing with all nominated participants and stakeholders
  4. Ensure Attendance: As directed in the Office Memorandum, ensure all concerned officials participate as per the schedule
  5. Prepare Technical Details: Come prepared with specific technical or operational issues requiring resolution
  6. Share Feedback: After attending, disseminate the learning and best practices to other team members handling SNA SPARSH implementation
