- Service Duration: Must have completed 3 years of regular service in Level-1 (Rs. 18000-56900)
- Age Limit: Maximum age limit is 45 years (50 years for candidates belonging to Scheduled Castes/Scheduled Tribes)
- Educational Qualification: Must have passed 12th Standard examination from a recognized board
- Training: Must have successfully completed 2 weeks training in relevant field or area as decided by the Directorate from time to time
Examination Structure
The examination consists of two parts: Written Examination (Part-I) and Service Records Evaluation (Part-II).
Part-I: Written Examination (Maximum 200 Marks)

- Once the language option is selected, it cannot be changed
- Deduction up to 5% of maximum marks for illegible handwriting
Paper-II: Objective Type (100 Marks)
- Language Section (50 marks): General English or Samanya Hindi - 50 multiple choice questions
- General Knowledge (50 marks): 50 multiple choice questions
- Testing covers simple composition, applied grammar, current events, and general information about India
Negative Marking (Paper-II Only)
- For each wrong answer: 0.25 marks will be deducted (1/4th of question marks)
- Multiple answers to one question: Treated as wrong answer with same penalty
- Unanswered questions: No penalty
Qualifying Marks
- Minimum qualifying marks in each subject of Part-I: 35%
- Aggregate qualifying marks in Part-I: 45%
- Appearance in both papers is mandatory for qualifying
Part-II: Service Records Evaluation (Maximum 60 Marks)
Evaluation of Annual Performance Appraisal Reports (APARs) by Departmental Promotion Committee (DPC) consisting of:
- Scientist 'E', STQCD, MEITY (Chairperson)
- Joint Director/Deputy Director or equivalent, STQCD, MEITY (Member)
- One Under Secretary/Deputy Director from another Ministry (Member)
Merit List and Appointment
- Merit list prepared based on aggregate marks from Part-I and Part-II
- Merit list validity: Till vacancies are filled or 18 months from approval date (whichever is earlier)
- Inclusion in merit list does not guarantee appointment
- Appointment subject to: No pending vigilance/disciplinary cases, compliance with vacancy reservations, and other Central Government requirements
Typewriting Test Requirement
Candidates qualifying in the written examination must pass a typewriting test within one year of appointment:
- English: Minimum 35 words per minute (10,500 key depressions per hour)
- Hindi: Minimum 30 words per minute (9,000 key depressions per hour)
- Test duration: 10 minutes of running matter
- Failure to clear the test: Annual increments will be withheld until cleared (unless exempted by Ministry of Personnel)
Examination Timeline
- Notification Date: November 6, 2025
- Minimum Gap between notification and exam: At least 30 days
- Merit List Validity: 18 months from approval or till vacancies are filled (whichever is earlier)
Penalties for Misconduct
Candidates found guilty of any of the following may face disqualification and/or disciplinary action:
- Obtaining support for candidature by unfair means
- Impersonation or procuring impersonation
- Submitting fabricated or tampered documents
- Making false or misleading statements
- Using unfair means in examination hall
- Misbehaving during examination
- Attempting or abetting any of the above acts
