1. Modification in ICMR Accounting Policy – Depreciation Rates

ICMR has approved new depreciation rates on fixed assets to ensure uniform accounting across all Institutes and Centres, in alignment with statutory guidelines. From now on, the prescribed rates under the Income Tax Act, 1961 (Annex I) must be adopted for all depreciation calculations on fixed assets.

  • All accounting systems must implement the revised rates immediately.
  • This policy ensures legal compliance and harmonization.

2. Revision of Travel Grant & Financial Assistance

Financial assistance for ICMR Scientists/Technical Staff attending international events abroad has been revised:

  • Western Countries: Up to ₹1,00,000 reimbursed (economy fare, airport tax, visa fees; taxi fare excluded)
  • Eastern Countries: Up to ₹50,000 reimbursed
  • SAARC Countries: Up to ₹30,000 reimbursed
  • Token Grant: ₹10,000
  • Air tickets must be purchased via authorized agents. PI approval & government guidelines apply. Preference is for those contributing via organizing, lecturing, or presenting papers, and who haven’t received support before.
  • Financial support restricted to once every 2 years.

3. Revision of Ceiling for Membership Fee Reimbursement

The annual ceiling for reimbursement of membership fees for ICMR Scientists has been increased:

  • Revised from ₹2,000 to ₹20,000 per annum.
  • The revised ceiling is applicable for memberships in at least one International Body and one National Society.

4. Revised Delegation of Financial Powers

The delegation of financial powers for senior management in ICMR HQ and Institutes/Centres has been revised:

  • Capital/Major Works: Up to ₹2.5 crore; procedures unchanged, must follow CWAC recommendations and government rules.
  • Procurement: Up to ₹50 lakh via open tender on GeM portal; single tender powers limited to ₹12.5 lakh.
  • Hiring Security/Manpower: Up to ₹1 crore per annum; must be via DGR-sponsored agency or GeM, prior HQ approval required.
  • Delegated powers require financial concurrence from ACO/Jr.Grade/ACO/Sr.ACO.
