Overview

The Institute of Secretariat Training & Management (ISTM), an attached office under the Department of Personnel & Training (DoPT), has invited applications from retired Central Government officers for engagement as Consultant (Hostel) on a contractual basis. This is an excellent opportunity for retired officers to continue contributing their expertise in a supervisory and management role.

Eligibility Criteria

Qualification Requirements

Category Details
Retirement Level Officers retired at the level of Section Officer (SO) or equivalent in Pay Level 8-10
Service Background Any Central Government Department/Organisation/Armed Forces/CAPF
Experience Minimum 5 years' experience in supervisory capacity
Age Limit Should be less than 62 years as on 01.01.2026

Educational Qualifications

Essential:

  • Graduate in any discipline
  • Computer Knowledge (MS Word/MS Excel)

Desirable:

  • Knowledge of Government Accounts & Audit
  • Knowledge and Experience of Housekeeping
  • Inventory Management
  • GFR (General Financial Rules), DFPR (Delegation of Financial Powers Rules), etc.
  • Proficient in IT and digital systems

Other Requirements

  • The candidate should reside in close proximity to the workplace to ensure availability during irregular hours, if required
  • Must possess a polite and professional demeanor
  • Strong ability to handle emergencies effectively
  • Should be comfortable coordinating with multiple agencies

Scope of Work

The Consultant shall be required to independently handle, manage, and submit daily reports and process the following:

  1. E-Office Management: Put up cases for approval viz. Noting, Drafting, Examination of case and other related works through e-office portal
  2. Room Allotment: Allotment of rooms in Hostel as per approval
  3. Financial Management: Collection of room rent and License Fee deposit
  4. Housekeeping Supervision: Supervision of housekeeping services
  5. Facility Management: Supervision of Yoga and Gym centres
  6. Coordination: Co-ordination with CPWD for repair and maintenance
  7. Catering Services: Supervision of the catering services in ISTM Hostel
  8. Cleanliness: Maintaining a schedule for cleanliness and upkeeping of rooms/dinner halls
  9. Grievance Redressal: Attending to grievances of hostel inmates
  10. Discipline Management: Strict maintenance of discipline within the hostel premises and troubleshooting/managing discipline issues
  11. Procurement: Procurement through GeM/Open market
  12. Other Duties: Any other work/activity as may be assigned by the Director or any other designated officer in ISTM

Terms and Conditions

Contract Period

The term of appointment will be for an initial period of one (1) year and extendable on review of the task and the performance of the contract appointee. The contract can be extended for a further period not exceeding Five (5) years as per requirement.

Remuneration Package

Component Details
Basic Remuneration Last pay drawn minus pension plus TA
Transport Allowance Fixed amount not exceeding the rate applicable at the time of retirement
TA/DA on Tour As per entitlement at the time of retirement (if any official tour)
Dearness Allowance No DA
HRA No HRA

Leave Entitlement

1.5 days of paid leave for each completed month of service. Accumulation of leave beyond a calendar year may not be allowed.

Working Hours

  • Regular Office Timings: 9:00 AM to 5:30 PM
  • The post/nature of duties require continuous monitoring/follow up/supervision of facilities
  • May have to devote more time than usual to meet exigencies of work
  • Will be required to Work from Home in any conditions of lockdown/Government instructions
  • Normal Working Days: Monday to Friday
  • However, will be required to attend office on Saturdays/Sundays depending on exigencies of work
