Fixing DSC Application Issues in GIFMIS Payment Processing
The Public Finance Management System (PFMS) requires Treasury Users across Government of India departments to apply Digital Signature Certificates (DSC) for two critical functions: marking decisions on bill returns/passes and applying DSC signatures on final payment processing through banks. However, several PFMS users have reported technical issues while applying DSC on payment files in GIFMIS, prompting the Controller General of Accounts to issue fresh guidelines.
Understanding the Problem
The issues encountered by users stem from outdated or incompatible DSC utility versions running on their systems. To resolve these issues and ensure smooth payment processing across all Treasury User terminals, the Controller General of Accounts has mandated installation of a revised Window DSC utility.
Step-by-Step Installation Instructions
Central government employees facing DSC application issues should follow these two essential steps:
Step 1: Uninstall Current DSC Application
Navigate to your computer's Control Panel, access Program and Features, locate the Digital Signature Certificate entry, right-click on it, and select Uninstall. This removes the older version completely from your system.
Step 2: Install the Latest DSC Utility
Login to your GIFMIS account and navigate to the Masters section, then proceed to DSC Management and Enroll DSC Win App. Look for the "Download Window DSC application" hyperlink and click it. Once downloaded, open the DSC Utility file and run the "PFMS DSC Set up" installation wizard.
