Circular Overview

The Employees' Provident Fund Organisation has issued clarifications and modifications to the Transfer Policy for Group 'C' Cadres, 2025. This circular provides important guidelines for all administrative and personnel management across EPFO offices, zones, and regional centers.

Key Clarifications

A) Application of Transfer Policy

The Transfer Policy shall apply to all Group 'C' employees across the organization.

B) Transfer of Social Security Assistants (SSAs)

Important: The transfer of Social Security Assistants (SSAs) after completion of 10 years of service in a particular office is not mandatory according to Transfer Policy for Group 'C' cadre, 2025.

However, each Zone must ensure equitable and judicious distribution of manpower across all its Regional and District Offices, ensuring that the work of any office does not suffer due to inadequate staffing in comparison to other offices.

C) Modified Schedule of Inter-State Transfers

The schedule of inter-state transfers including mutual transfers has been modified to align closely with Annual General Transfer (AGT) timelines:

5 Recommendation of Grievance Committee By 20th December By 30th January (by Zonal Grievance Committee)
6 Disposal of grievances On or before 31st December On or before 15 February (by Head Office)

D) Grievance Handling Mechanism

For dealing with inter-state transfer-related grievances:

1. Committee Formation: A committee headed by Zonal ACC (HQ)/ACC shall be formed in respective states.
2. Grievance Forwarding: The committee shall forward all grievances with specific recommendations to Head Office on or before the timelines indicated.
3. Valid Channels: Grievances received through any other channel shall not be entertained.
