Induction Training Program for Direct Recruit EO-AOs 2025 Batch

Subject: Induction training program of the Direct Recruit (DR) EO-AOs recruited through UPSC

Total Participants: 262 Direct Recruit Enforcement Officers/Account Officers

Overview

Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) is conducting the Induction Training Program for two hundred and sixty-two (262) Direct Recruit Enforcement Officers/Account Officers of the 2025 Batch, whose joining reports were received by the Head Office up to 15th July 2025.

In accordance with the training Policy of the EPFO, induction training of the DR EO-AO 2025 Batch shall be conducted over a period of six months, comprising multiple phases of residential and on-the-job training.

Training Structure & Phases

The six-month induction training comprises the following phases:

  1. Campus Phase: Four weeks of residential training at the jurisdictional PDUNASS Campus (Faridabad, Chennai, Ujjain, or Kolkata) of the concerned trainee officer.
  2. NLU Phase: Four weeks of training at the Gujarat National Law University (GNLU) to familiarize officers with the legal provisions relevant to the functions of EO/AO.
  3. CGA Phase: Two weeks training at the CGA-INGAF (Controller General of Accounts-Institute of Government Accounts and Finance) for understanding balance sheets and financial statements from the perspective of the EPF and MP Act, 1952.
  4. NDC Phase: One week training at Faridabad Campus focused on EPFO application software.
  5. On Job Training (OJT) Phase: Fourteen weeks of practical exposure to the full range of duties in the EO/AO work domain.
⚠ Important: The OJT Plan and Mentorship Programme for the DR EO-AO 2025 Batch have already been communicated vide PDUNASS Letter No. 312 dated 12th August 2025.

Key Requirements for Trainees

  • Training Journal/Diary: Trainee officers are required to carry their On-the-Job Training Journal/Diary, duly signed by the OIC of their present posting, along with office orders and relevant records pertaining to activities completed during mentorship program.
  • iGOT Modules: During the Induction training, Officer Trainees must complete a total of 175 iGOT modules. All trainees must register on the iGOT Karmayogi platform, enrol in prescribed modules, and successfully complete them.
  • Certificate of Completion: Trainees must submit the "Certificate of Completion" to the Local Course Coordinator at the jurisdictional PDUNASS Campuses during on-campus training.
  • Bhasha Sangam App: Learning of Local Language (as per the place of posting) is mandatory. Trainees must download the Bhasha Sangam App prior to reporting for Campus phase and complete self-learning modules.

Assessment & Evaluation

In accordance with the EPF EO/AO (Probationers) Examination Scheme, 2024, Officer Trainees will be assessed during the Campus Phase by the ACC of the jurisdictional campus based on:

  • Participation: 40%
  • Discipline: 30%
  • Attendance: 30%

Mentorship Program

The Mentorship program is an integral part of the Induction Training. Mentor should be designated as per the instruction contained in the mentorship program and not below the rank of the APFC. As far as possible, no more than five trainees are assigned to a single mentor.

All newly joined EO-AOs should maintain a Journal/Diary to record mentorship activities and present the same to the Local Course Coordinator during the Campus Phase.

Objectives of Mentorship Program

  • To promote the personal and professional well-being of the new DR EO-AO
  • To develop the knowledge, skills and competencies needed by DR EO-AO to be successful
  • To provide an opportunity for analysis of their skills and knowledge through coaching
  • To improve the skill sets of both the probationer EO-AO and the mentor

Roles & Responsibilities

Enforcement Officer (EO)

  • Coverage & Compliance: Ensuring coverage and compliance of establishments under the EPF & MP Act, 1952
  • Inspections: Conducting regular and surprise inspections to verify compliance
  • Enforcement Actions: Taking action against violating employers (Section 14)
  • Recovery of Dues: Initiating proceedings for recovery
  • Investigations: Investigating fraud and misappropriation cases
  • Awareness: Educating employers and employees
  • Record Maintenance: Maintaining inspection reports and statements

Account Officer (AO)

  • Account Maintenance: Managing member and establishment accounts
  • Reconciliation: Reconciling remittances with challans/bank statements
  • Claims Processing: Processing member claims (settlement, transfer, pension)
  • Financial Control: Assisting in budget and expenditure monitoring
  • Audit Compliance: Facilitating internal and external audits
  • Supervision: Supervising dealing assistants and staff
  • Public Relations: Acting as PRO to strengthen trust

  • 📌 Travel Arrangements: Trainees should make necessary travel arrangements to ensure timely reporting
  • 📌 TA/DA Advance: Trainees may draw advance against TA/DA from their respective parent offices
  • 📌 Reporting Time: Trainees should report no earlier than 24 hours before commencement of each phase
  • ⚠ No Exemptions: No exemption from the induction training program shall be permissible for any reasons whatsoever, except with the prior approval of the Director, PDUNASS
