Committee Mandate and Responsibilities
The committee has been entrusted with comprehensive responsibilities aimed at modernising and optimising EPFO's organisational structure. The key objectives include:
- Workload Assessment: Undertake comprehensive review of existing workload, functional responsibilities, and manpower deployment across all EPFO offices under the Central Board to assess adequacy against current and emerging organisational needs.
- Efficiency Identification: Identify imbalances, overlaps, and inefficiencies in workforce structure and utilisation, evaluating requirements for rationalisation, optimisation, or augmentation of human resources.
- Technology Alignment: Examine organisational framework in the context of technological advancements and transformations envisaged under the EPFO 3.0 Project, ensuring proper alignment between technology adoption and human resource capacity.
- Benchmarking: Benchmark the cadre structure of officers and employees with reference to applicable Government norms and comparable institutions of similar size and mandate.
- Restructuring Recommendations: Recommend appropriate restructuring measures to enhance efficiency, service delivery, and institutional effectiveness while ensuring manpower deployment remains commensurate with functional workload.
- Career Development: Examine and recommend mechanisms for ensuring career progression, parity in pay of officers and employees with comparable cadres, and addressing limited promotional avenues.
- Deputation Framework: Examine and recommend frameworks for induction of officers on deputation from Central Government and comparable public institutions to bring in talent and best practices.
- Exchange Programmes: Review and recommend framework for EPFO officers and staff to undertake deputation or exchange programmes with other organisations for professional development and adoption of innovative practices.
Committee Consultation and Timeline
The committee is empowered to consult with stakeholders including officers and employees of the Central Board as deemed necessary. The committee is mandated to submit its comprehensive report by 31st March 2026.
