🎯 Overview

The Employees Provident Fund Organisation (EPFO) has issued this circular regarding preparatory activities for the Annual General Transfer (AGT) 2026 for Commissioners' Cadre. The primary focus is on updating and verifying HR-Soft database information to ensure smooth conduct of the transfer process.

⚠️ Key Objective

This circular emphasizes the critical importance of database verification and correction. It is a time-bound and sensitive issue that requires immediate attention from all concerned officers to avoid inadvertent decisions due to incorrect database entries.

📝 Main Points

1️⃣ Database Verification Requirement

🔸 All officers in Commissioners' Cadre database must be verified, updated, and corrected immediately

The HR-Soft database needs meticulous review to prevent errors that could affect the AGT process. Every entry must be cross-checked against actual service records.

2️⃣ Salary Generation and Office Marking

The HR software allows salary generation from:
  • Regional Offices
  • Head Office
  • PDNASS with its Zonal Training Institutes (ZTIs)
  • Zonal Office Vijayawada (separate facility)

Officers posted in Zonal Offices, District Offices, and other attached offices should have their salary drawn by the Regional Office, with appropriate office markings in HR-Soft.

3️⃣ Attached Offices Management

The following are shown as attached offices in HR-Soft:

  • Vigilance Directorate
  • Zonal Vigilance Offices
  • Zonal Offices
  • District Offices

4️⃣ Bifurcated Offices Correction

🔸 Officers must be recorded in correct office entries, not pre-bifurcated offices

Any discrepancies found in bifurcated office assignments must be rectified immediately in HR-Soft.

5️⃣ Temporary and Additional Charge Postings

Officers with temporary posting or additional charge must have these details updated in HR-Soft with the "Temporary Posting" field marked as "Yes".

✅ Action Items for Officers

👤 For ACC (HQ), ACC, RPFC-I, RPFC-II, and APFC Officers:
  • Review your posting profile in HR-Soft
  • Identify any discrepancies in your records
  • Request corrections through HR Admin in your office
  • Ensure OIC details are correctly updated

👥 Responsibilities of Regional Offices/Administration

🏢 RPFC/OICs of Regional Offices, ASD(HO), PDNASS, ZTIs, ZO Vijayawada:
  • Verify all posting profiles in HR-Soft
  • Update database as per service books and records
  • Obtain signed printouts from both officer and HR Admin
  • Maintain copies in personal files
  • Verify OIC-ship details for all officers
  • Avoid duplicate or double entries

⏰ Critical Deadline

📌 Completion Date: 28 November 2025

All amendments, modifications, and database updates must be completed by Regional Offices on or before 28 November 2025.

HR Admin can use the following functionalities for data management:

Function 1: Update Employee Personal Information

Path: Service Book Role → Update Employee Personal Information System → Service Book

Capability: Edit, add, and delete records for posting periods before EID generation


Function 2: Update Joining Details

Path: Service Book Role → Update Joining Details

Capability: Update joining date and post after EID generation


Function 3: Update Attached Office

Path: Service Book Role → Update Attached Office

Capability: Update posting from main office to attached office and vice versa

⚖️ Accountability

⚠️ Important Note:

RPFC/OIC shall be responsible for any data aberration or data gaps in HR-Software. This emphasizes the critical importance of accurate and timely database management.
