CSIR Administrative Services Recruitment and Promotion (ASRP) Rules, 2020 - Amendment in Rule 5 of Section II of Part III for the post of Sr. Stenographer to conduct Limited Departmental Competitive Examination (LDCE) in Centralized manner by CSIR.

Key Announcement

The Governing Body (GB), CSIR in its 210th Meeting held on 15.09.2025 has considered the proposal for conducting Limited Departmental Competitive Examination (LDCE) for the post of Senior Stenographers in Centralized manner by CSIR Headquarters and has approved the Amendment in Recruitment Rules for the post of Sr. Stenographer i.e. Rule 5 of Section II of Part III of CSIR Administrative Services Recruitment and Promotion (ASRP) Rules, 2020.

Amendment Details

Rule 5: Senior Stenographer

Existing Rule Amended Rule

Recruitment to this post shall be made on local basis by the Labs/Institutes/CSIR HQ, as follows:

  1. 50% by promotion: From amongst the Junior Stenographers who have completed not less than 5 years approved service in that post on the basis of seniority, subject to rejection of unfit, and on the recommendation of the Departmental Promotion Committee.
  2. 50% by Examination: Examination and proficiency test limited to departmental Junior Stenographers possessing a University Degree in any discipline with 3 years approved service in that post.

Recruitment to this post shall be made as follows:

  1. 50% by promotion on local basis: By Labs/Institutes/CSIR HQ, from amongst the Junior Stenographers who have completed not less than 5 years approved service in that post on the basis of seniority, subject to rejection of unfit, and on the recommendation of the Departmental Promotion Committee.
  2. 50% by Limited Departmental Competitive Examination: To be conducted by CSIR HQ, limited to departmental Junior Stenographers possessing a University Degree in any discipline with 3 years approved service in that post.

Key Changes

  • Centralization: The LDCE examination for Senior Stenographer posts will now be conducted in a centralized manner by CSIR Headquarters instead of at the local level.
  • 50% Promotion: This will continue to be conducted on a local basis by Labs/Institutes.
  • 50% LDCE: This examination will now be centrally conducted by CSIR HQ.
  • Eligibility: Junior Stenographers possessing a University Degree and 3 years of approved service.
