🗃 Overview & Eligibility

This circular announces the departmental examination for promotion of Graduate Clerks/Clerk-cum-Typists to the post of Auditor in Defence Accounts Department. Eligible candidates with a minimum of 3 years' service in their current grade (as of 01 April 2026) can apply.

Key Eligibility Criteria:

  • Educational Qualification: Graduation from a recognized university
  • Service Period: Minimum 3 years as on 01 April 2026 in the grade of Clerk/Clerk-cum-Typist
  • Quota: 10% of vacancies as per Recruitment Rules

📚 Detailed Syllabus

Section A: Codes, Manuals & Elementary Knowledge of Computers

This section tests knowledge of defence accounts procedures and basic computer skills. The paper is bilingual (Hindi & English). No books/reference materials allowed.

  • Elementary Knowledge of Computers (as per Annexure-C)

Elementary Knowledge of Computers (Annexure-C Syllabus)

  • Computer Fundamentals: General concepts, terminology, types of computers
  • Hardware & Software: Major components, input/output devices, system software
  • Operating Systems: Windows/Linux basics, file management, user interface navigation
  • MS Office/LibreOffice Suite:
    • Word Processing (document creation, formatting, tables)
    • Spreadsheets (data entry, formulas, charts)
    • Presentations (slide design, animations)
  • Database Basics: Introduction to databases, data storage, management concepts
  • Email Communication: Email concepts, composing, sending, receiving, managing attachments
  • Internet & Web: Internet basics, web browsers, search engines, online safety
  • Networking: Introduction to computer networks, data sharing, office network environment
  • IT Security Awareness: Basic security concepts, password management, data protection

Section B: Comprehension & Writing Ability

Question Pattern:

  • Essay Writing: One essay question on given topics
  • Letter Drafting: One official letter composition
  • Language Comprehension: Reading passages and related questions
  • Language Skills: Vocabulary, grammar, synonyms, antonyms, sentence formation

Language Option Details

  • Answer Language Options: Candidates can answer in English (Latin Script) OR Hindi (Devanagari Script)
  • Question Paper: Bilingual (both English and Hindi)
  • Mandatory Declaration: Language choice must be indicated in Column-15 of the application form (Annexure-A)
  • No Change Policy: Once exercised, language option is final; no changes ordinarily entertained
  • Important Note: Answers in language other than opted will receive ZERO marks. Mixed language answers will not be evaluated.

☺ Special Provisions & Relaxations

For Persons with Benchmark Disability (PwBD)

  • Facilities: Scribe assistance, compensatory time (additional 20 minutes per hour)
  • Medical Certificate: Requisite medical certificate and PCD/CDA recommendation mandatory
  • Specific Disabilities: Persons with less than 40% disability seeking facility must mention it in application with proper medical certificate
  • Qualifying Marks Relaxation: 5 marks relaxation (55 marks instead of 60)

For Scheduled Caste (SC) / Scheduled Tribe (ST) Candidates

  • Qualifying Marks Relaxation: 5 marks relaxation (55 marks instead of 60)
  • Verification: Service books must be verified independently
  • Caste Certificate Declaration: Specimen declaration (Annexure-B) required and kept on record
  • Undertaking: Caste verification undertaking as per Hq Office Circular 11/01/2012

Verification & Eligibility Screening

  • Board of Officers: Screening by Board comprising one IDAS Officer and one SAO
  • Verification Points:
    • Service book entries (graduation degree, service period)
    • Minimum 3 years service as on 01 April 2026
    • No pending disciplinary/vigilance cases
    • SC/ST/PwBD certificate validity
  • Board Approval: Approved by Joint CDA/Controller (Jt. CDA)

  • Category Declaration: Annexure-B declaration for SC/ST candidates

  • Main Centers: Examination held at Main Offices of PCS/CDA concerned
  • Outstation Candidates: Nearest Main Office to duty station
  • Multiple Offices: Where more than one Main Office functions, exam held at one office based on candidate strength
  • Venue Intimation: Specific center and roll number will be intimated before examination

⚠ Important Notes & Instructions

  • Eligibility Confirmation: Possession of graduation degree will be verified from service books by Board of Officers
  • Promotion Subject to Availability: Promotion will be released as per Recruitment Rules subject to vacancies and other laid-down conditions
  • No Books in Exam: Section A exam to be held 'Without Books' รข€” no reference materials allowed
  • Medical Certificate Mandatory: For PwBD candidates, proper medical certificate as specified in OMs is essential
  • Preparation: Candidates are advised to prepare well in advance for the examination
  • Approved List Only: Names of approved candidates will be notified by Headquarters after receiving candidature from all CDA/PCS offices
