CGDA Calls for AAO and Staff Volunteers for HQrs Office Delhi Posting - November 2025

Overview
The Controller General of Defence Accounts (CGDA) has issued an important circular calling for volunteers among Assistant Accounts Officers (AAOs), Senior Auditors (SAs), and Auditors for posting at HQrs Office, Delhi Cantt. This recruitment is being conducted under the Transfer-Posting Policy for HQrs Office as per earlier circulars dated 20 April 2023 and 04 July 2023.
Who Can Apply?
The following categories of staff are eligible to volunteer:
- Assistant Accounts Officers (AAOs)
- Senior Auditors (SAs)
- Auditors
Mandatory Eligibility Criteria
To be eligible for volunteering, candidates must meet the following essential requirements:
1. Minimum Stay Requirement
A minimum of two years stay at the present station is mandatory for eligibility. This is a non-negotiable requirement.
2. Transfer Status
Those who are currently under transfer orders are not eligible for applying as volunteers for posting in HQrs Office.
3. APAR Grading Requirements
Candidates must have proper APAR (Annual Performance Assessment Report) grading:
- APAR grading of last 03 years should ideally be 9 and above
- Relaxed criteria: Out of last three years APAR grading, one APAR grading may be less than 9 but not below 8
- Assessment will also be based on attributes and achievements mentioned in the Pen picture
4. Domain Expertise and Experience
Candidates should have domain expertise and vast working experience for at least 03 years in one of the following fields:
- Pay & Tech: Served in Pay/Pay Tech section of Controllers office, Various Pay and Allowances in PAOs
- Accounting and Budget: Experience in Accounts Section of Main Office
- Audit: Served in LAO office/AO (GE)s office and IA Section
- Payments: Served in E-Section/Store Contract Section, AO (GE)/SAO (BRT)/FAO (R&D)
- Contract Management: Served in E-Section/Store Contract Section in Main Office
- IFA: Served in IFA office
- EDP: On the recommendation of Sr. Jt.CGDA/Jt.CGDA of ITS Wing
- Legal: Served in Nodal Cell or having LLB/LLM degree
- Administration: Served in Admin Section of PCs/DA/CsDA
- Pension: Worked in PCDA (P) Prayagraj and CDA (PD) Meerut
- Training: Served in RTC
5. Additional Skills Required
- Good communication skills
- Noting and Drafting skills
Selection Process
Mode of Selection
The selection will be conducted through the following modes:
1. Volunteer Basis (Primary Mode)
Volunteers will be called to create a panel, and selection will be made among volunteers who fulfill the requisite criteria mentioned above.
2. Station Seniors (If Required)
If sufficient numbers of volunteers with requisite criteria are not available, eligible officers/staff will be selected among station seniors on all India basis who fulfill the eligibility criteria.
Screening Committee
The selection will be made on the recommendation of a Screening Committee:
- For SAO/AO/AD OL: Committee comprising 03 members including Sr.Dy.CGDA (AN), and two IDA(S) Officers of JAG/STS Level
- For AAO: Committee comprising 02 members as Sr. Dy.CGDA (AN) and Dy.CGDA (AN)/Sr. ACGDA (AN)
Special Provisions for Officers Posted in CGDA Office
Officers and staff posted in HQrs Office will receive the following benefits:
- They will be exempted from transfer on station seniority basis
- The period served in HQrs Office will not be counted as period served in Delhi station for the purpose of station seniority
- Those posted on station seniority basis will be repatriated after completion of 03 years tenure and given 1 choice station preferably
- Officers/staff posted on volunteer basis will be transferred to choice station after serving in HQrs Office for at least 05 years, if they opt for outstation/local transfer
Performance Review
The performance of officers/staff serving in HQrs Office will be reviewed on completion of 02 years of service by the Screening Committee for further continuation of their tenure. Officers/staff recommended as unfit to serve in HQrs Office will be transferred out.
How to Apply
Application Format
Interested and eligible candidates should submit their application in the prescribed format (Annexure-I) which includes the following information:
- Account Number
- Personal details (Name, Gender, Grade, Date of Birth)
- Date of Appointment in DAD
- Educational Qualification
- Date of Retirement
- Promotion details
- Current posting details
- Complete service profile with station-wise organization details
- Area of expertise
- Final grading of APARs of last 03 years (with certified copies)
- Details of penalties, if any, imposed during last 10 years
- Achievements including awards, office appreciations/commendations, and special achievements
Submission Process
Applications must be forwarded through proper channel:
- Applications should be submitted to the respective PCs/DAs/CsDA/PIFAs/IFAs
- The controlling office will verify eligibility and forward only eligible volunteers' names
- A consolidated list of volunteers should be submitted in Excel format
- Applications must be forwarded to HQrs Office by 21 November 2025

Important Points to Note
- PCsDA/CsDA/PIFAs/IFAs are requested to give wide publicity to this circular
- Controlling offices must carefully verify the eligibility of all volunteers before forwarding names
- Only volunteers who meet the prescribed criteria should be forwarded to avoid additional compilation work
- Nil report is also required if there are no volunteers from an organization
- The competent authority has discretionary power to approve transfer-posting on administrative grounds
