The Competent Authority has accorded approval to forward the D.O. letter No. Coord/42025-e-Coord dated 18th November, 2025 issued by the Additional Secretary, Ministry of Parliamentary Affairs, Government of India, to all CSIR Labs/Institutes/Units for information, guidance and compliance.

📜 Background

The Constituent Assembly adopted the Constitution of India on 26th November 1949. Since 2015, this day has been officially celebrated as Constitution Day (Samvidhan Diwas) to commemorate the adoption of the Indian Constitution and to promote constitutional values among citizens.

🎯 Objectives of Constitution Day 2025

  • Reach a wider audience beyond officials and invited guests
  • Generate emotional connection and public participation
  • Create lasting visual and digital memories
  • Communicate constitutional values to all citizens
  • Culminate the year-long celebration themed "Hamara Samvidhan - Hamara Swabhiman"

📖 Mass Reading of Preamble

All employees, students, and citizens are encouraged to participate in mass reading of the Constitution's Preamble in 22 languages through:

Participate in the online quiz on Constitutional Democracy, Fundamental Rights, Duties, and Governance through MyGov.in and My Bharat Portal. Certificates will be awarded to participants.

1. Constitution Connect - Nationwide Reading Relay

A 24-hour relay reading of the Preamble and key constitutional provisions by citizens from every state and union territory, culminating in a final reading at Parliament.

2. Light & Sound Projection Mapping

Projection mapping on major national monuments (Parliament House, India Gate, Gateway of India, Charminar) displaying the journey of the Indian Constitution from Constituent Assembly debates to the present.

3. Virtual Reality Experience

A digital platform/VR app allowing users to walk through the Constituent Assembly, hear audio speeches, and view the original calligraphed document.

4. Preamble Wall - Public Art Expression

Interactive walls or digital screens in cities where citizens can write or sign their commitment to the Preamble's ideals: Justice, Liberty, Equality, and Fraternity.

5. One Nation, One Preamble Moment

At 11:00 AM on 26th November, millions of citizens will simultaneously recite the Preamble across the nation—a powerful moment of unity.

6. Samvidhan Run for Rights

A nationwide mini-marathon (physical and virtual) held under the theme "Run for Justice, Liberty, Equality, Fraternity." Participants receive digital certificates.
