Block No. IV, Old JNU Campus, New Delhi-110067
Issued: November 2025
⚠️ Disclaimer: This article is for educational purposes only. Please verify details with official notifications and exercise discretion before applying for any training program.
To:
  • Chief Secretaries, All State Governments/UTs
  • Secretaries, All Ministries/Departments
  • Cadre Controlling Authorities of Group 'A' Central Services
Subject: Caution about fake entities - "National Institute of Secretariat Training & Development (NISTD)" training programmes for Govt./Semi Govt. officers.

🕵️‍♂️ Alert: The Department of Personnel and Training has received reports from the Central Economic Intelligence Bureau about "NISTD" misleadingly circulating training programmes under the guise of a government-approved entity.

🔎 NISTD is not a recognized or approved institute by DoPT, despite being projected as a government and autonomous body. Records show it is registered only as a proprietorship firm in GST (O9ADEPA3952G3ZQ), and this GST registration is now suspended since 15.09.2025.

🚫 Government employees are advised: Do not apply or attend training programmes offered by NISTD. All Cadre Controlling Authorities are requested to sensitize officials under their control to exercise due diligence. When in doubt, make necessary reference to the Department of Personnel and Training.

Reminder: The restriction on foreign training programmes (DoPT OM 16017/12/2020-iGOT, dated 01.04.2021) remains in force.
