Important Update: A new SOP (Standard Operating Procedure) has been introduced by the Government of India to streamline the migration of National Pension System (NPS) pensioners to Old Pension Scheme (OPS) after death or disability of a government servant. This update is vital for affected central government employees and their families, ensuring quick and uninterrupted transfer of their pension benefits.

Background—Why Is This Needed?

As per recent guidelines, when a government servant covered under NPS faces death or permanent disability, their family is eligible for enhanced relief under the Old Pension Rules (CCS EOP, 1939). However, this requires transferring the pension benefits from the Provisional Pension Payment Order (PPPO) to a new PPO under the OPS—traditionally a complex process causing delays.

Step-by-Step Migration Process

1. Recall and Forwarding of Documents:

CPAO retrieves all PPPO booklets from bank branches (PAHBs) through CPPCs and forwards them to the respective Pay and Accounts Offices (PAOs), along with supplementary documents.

2. Preparation of New PPOs:

PAOs prepare new finalized PPOs using the provided documents and generate new numbers, ensuring all records are cross-checked.

3. Streamlined Transmission:

Once the new PPO and supporting documents are ready, CPAO sends these to CPPCs for disbursement to the eligible families or pensioners.

4. Ensuring Continuity of Pension:

The CPAO and CPPCs must work closely to avoid any payment disruption during this migration. Special checks are enforced to prevent double payment and to maintain an accurate audit trail.
