The Department of Personnel and Training (DoPT) has introduced a comprehensive mandatory induction training programme for newly recruited Multi-Tasking Staff (MTS) in the Central Government, effective from SSC 2025 onwards. This two-week blended training programme is designed to equip MTS personnel with essential skills, knowledge, and competencies required for efficient functioning in government operations.

Background and Importance

Multi-Tasking Staff are recruited annually through the Staff Selection Commission (SSC) and play crucial roles in office maintenance, record-keeping, and assisting in day-to-day government operations. The induction training has been introduced as a critical component of human resource development to ensure improved public service delivery, discipline, and efficient functioning across all Ministries, Departments, and Organizations (MDOs).

According to the Office Memorandum dated 27th October 2025, successful completion of this training programme is mandatory for confirmation of probation for newly joined MTS personnel. This aligns with the government's earlier directive from March 2019, which emphasized mandatory induction training of at least two weeks duration for all direct recruitment cases.

Training Programme Structure

The induction training follows a blended mode approach consisting of two components:

1. Online Training (7 Days)

The online component is conducted through the iGoT (Integrated Government Online Training) platform and covers 18 comprehensive topics. MDOs must ensure that courses are available in bilingual format to accommodate all participants.

2. Physical Training (3 Days)

After successful completion of the online training, participants attend a three-day physical training programme that focuses on practical skills, workplace ethics, and hands-on learning.

Training Institutes

The physical training component can be conducted at various designated training institutes across the country. MDOs can choose to conduct training at their respective training institutes or tie up with Central Secretariat Training Institutes (CSTI) as per convenience.

Implementation Guidelines

Applicability: The mandatory induction training applies to all MTSs joining through SSC 2025 and onwards in MDOs, Attached Offices, Subordinate Offices, and Field Formations.

Flexibility: Since MTS is a decentralized cadre under the administrative control of respective MDOs, departments can use the provided annexures as templates and add additional programmes as per their specific requirements.

Mandatory Completion: Successful completion of the entire induction training programme (both online and physical components) is compulsory for confirmation of probation.

Customization: MDOs are encouraged to emphasize roles and responsibilities specific to their departments while maintaining the core curriculum.
