🔹 Introduction
The Department of Personnel & Training (DoPT) has issued fresh Guidelines on Leave Travel Concession (LTC) vide Office Memorandum dated 03.09.2025. This OM consolidates and updates various instructions on LTC for the benefit of Central Government employees.
The LTC scheme allows Central Government employees and their eligible family members to travel to their hometown or to any place in India during a defined block of years. The current block is 2022–2025 (split into two-year blocks: 2022-23 and 2024-25).
🔑 Key Highlights
- Applicability: Covers all Central Government civil service employees, deputationists, and re-employed staff. Not applicable to Armed Forces, Railway employees (except special provision), daily-rated/casual workers, etc.
- Family Definition: Includes spouse, dependent children, parents, step-parents, widowed/divorced daughters, dependent siblings.
- Travel Entitlements: Aligned with 7th CPC Travel Rules. Air/rail/road travel permitted based on pay level. Dynamic fares in Rajdhani, Shatabdi, Duronto, Tejas, Vande Bharat & Humsafar trains admissible.
- Special Concessions: Air travel to NER, J&K, Ladakh, Andaman & Nicobar Islands extended till 25 September 2026.
- Booking of Tickets: Mandatory through Authorized Travel Agents – Balmer Lawrie, Ashok Travels, IRCTC. Relaxations possible in special cases.
- Leave Encashment: Up to 10 days of earned leave can be encashed during LTC, without affecting retirement leave encashment.
- Fraudulent Claims: False LTC claims will attract disciplinary action and loss of LTC benefits for future blocks.
