th GST Council Meeting 2025: Key Highlights, GST Rate Changes & PIB Press Release
The 56th GST Council Meeting was held on 3rd September 2025 at Sushma Swaraj Bhavan, New Delhi under the chairpersonship of Union Finance & Corporate Affairs Minister Smt. Nirmala Sitharaman. The Council announced a major rationalisation of GST rates, relief for households, and measures to facilitate trade and dispute resolution.
🔑 Top Highlights of the 56th GST Council Meeting
1. GST Rate Changes on Goods
- Essential food items — milk, paneer, butter, cheese, edible oils, biscuits, many fruits & vegetables: reduced to 5% or NIL.
- Healthcare — selected medicines, diagnostic kits, medical oxygen and surgical items: reduced to NIL/5%.
- Education & stationery — exercise books, notebooks, certain uncoated papers: reduced to NIL/5%.
- Luxury & sin goods — cigarettes, pan masala, carbonated beverages, private aircraft, yachts: moved to higher slab (up to 40%).
- Automobiles — several categories (small cars, EVs, tractors, two-wheelers): rates rationalised to 18% or 5% depending on sub-category.
2. GST Rate Changes on Services
- Clarification on restaurant services — stand-alone restaurants cannot claim the 'specified premises' option for 18% with ITC.
- Valuation rules aligned for lottery tickets and related supplies.
3. Implementation Timeline
- Major changes for goods and services come into effect from 22nd September 2025.
- Tobacco products, pan masala, gutkha, bidi, etc. will continue at existing rates until compensation cess loan obligations are discharged.
4. Trade Facilitation & Process Reforms
- Simplified provisional refunds for inverted duty structure and additional process reforms (see official release annexures for full technical details).
- Various administrative & IT measures were recommended to ease compliance and reduce disputes.
5. GST Appellate Tribunal (GSTAT)
- GSTAT to be operational for accepting appeals by end of September 2025 and hearings to commence by December 2025.
- The Council recommended 30 June 2026 as the limitation date for filing backlog appeals.
- Principal Bench of GSTAT will serve as the National Appellate Authority for Advance Ruling.
