SOP for Handling 0-100 Claim Files Under SNA SPARSH: Ministry of Finance Update

The Office of the Controller General of Accounts, under the Ministry of Finance, Department of Expenditure, has issued a crucial Office Memorandum on August 4, 2026. This directive provides a detailed Standard Operating Procedure (SOP) for State Governments, Financial Advisors, and concerned stakeholders regarding the handling of 0-100 claim files under the SNA SPARSH framework. Below is a complete, simplified guide to these new operational guidelines for Central Government Employees and administrators.

Key Highlights of the Order

  • Issuing Authority: Ministry of Finance, O/o Controller General of Accounts
  • Date of Order: 04.08.2026
  • File Number: I-126/1/2022-ITD-CGA/89
  • Subject: Handling of 0-100 claim files under SNA SPARSH

Understanding 0-100 State Linked Schemes (SLS)

In Centrally Sponsored Schemes, a 0-100 State Linked Scheme is activated under specific conditions:

  • When one component uses a reimbursement mode while others are non-reimbursement based.
  • When the State only disburses its share against a central share released in kind.
  • When the State must fund specific components with zero contribution from the Central Ministry.

Important: The Central Government does not provide matching funds for a 0-100 SLS. The entire cost is borne by the State Government through a separate budget line.

Detailed Procedure for States

State governments must adhere to the following steps for processing claims:

  • PFMS Reporting: All 0-100 claims must be mandatorily pushed to the Public Financial Management System (PFMS) for reporting.
  • Reconciliation API Response: Upon acceptance, PFMS will return the status as "SLS with no centre share".
  • RBI Processing: Once this status is received, States must push the claim files directly to the RBI to credit the beneficiaries.
  • No Debit Notification (DN): States must not wait for a Debit Notification. PFMS will not issue one because the Center provides no matching funds.
  • No Mother Sanction: The Central Ministry will not issue a Mother Sanction for these claims. Consequently, PFMS will accept the files without an active Mother Sanction.

Viewing Access for Central Ministries

While the center does not fund these claims, Central Ministries and Departments can monitor them for oversight:

  • Authorized users can view files via the PD Checker login on PFMS (Path: Home → Mother Sanctions → Mother Sanction Summary).
  • Claims can be found by selecting the Scheme, State, SLS, and setting the status dropdown to "Only State Share".
  • These files are strictly read-only; the system blocks sanction generation for 0-100 claims.
  • Detailed views are available in the SPARSH 05 report, which now includes a dedicated column for 0-100 claims.

Conclusion

This SOP provides much-needed clarity for State Governments and Financial Advisors handling SNA SPARSH implementations. By removing the wait times for Mother Sanctions and Debit Notifications, the release of state-funded benefits to beneficiaries can be significantly expedited. Central Government Employees working with scheme administration should ensure compliance with these updated PFMS reporting workflows.
